What type of PR is this?

What this PR does / why we need it:

  1. CLB Common configurations (feature flags, util functions, basic initialization)
  2. NATGateway repo functions
  3. PublicIP repo functions for outbound
  4. string util functions used in the following PRs

Does this PR introduce a user-facing change?

Adds the ability to set the type of backend pool to PodIP. 
This action allows the Load balancer attached to the service to route traffic directly to the containers, 
instead of routing to AKS nodes and then AKS node routing it to the PODs hosting the service.

Hi @georgeedward2000. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
